The State Strikes Back: The End of Economic Reform in China? Nicholas Lardy from Peterson Institute for International Economics in conversation with David Loevinger from TCW
Wednesday, May 1, 2019, 8:30-9:30 am (8:00 am registration, 8:30 am breakfast buffet) at the Federal Reserve Bank of San Francisco, Los Angeles Branch, 950 South Grand Avenue, Los Angeles, CA 90015 (Parking Entrance is on 951 South Olive Street)
Discussion: In his new book, The State Strikes Back: The End of Economic Reform in China?, Nicholas Lardy concludes that China’s economic slowdown is largely the result of a return to state control of the economy and the burgeoning misallocation of resources by China’s financial sector. Defying conventional economic wisdom that such a slowdown is inevitable, Lardy analyzes new data to argue that China’s future growth prospects could be as bright as its extraordinary ride of the past 30 years. However, China’s leadership has consistently championed state-owned enterprises, and encouraged local political leaders and financial institutions to prop up ailing, underperforming companies. This top-down pressure constitutes a major drag on China’s economic potential while at the same time squeezing out private enterprises. According to Lardy, if China’s leadership continues to pursue greater economic and political control, China’s growth would slow further. Alternatively, a return to market-oriented reforms could help the nation achieve higher growth for the next two decades.
About the Speakers: Nicholas R. Lardy is the Anthony M. Solomon Senior Fellow at the Peterson Institute for International Economics. He joined the Institute in March 2003 from the Brookings Institution, where he was a senior fellow from 1995 until 2003. Before Brookings, he served at the University of Washington, where he was the director of the Henry M. Jackson School of International Studies from 1991 to 1995. From 1997 through the spring of 2000, he was also the Frederick Frank Adjunct Professor of International Trade and Finance at the Yale University School of Management. He is an expert on the Chinese economy. Lardy's most recent books are The State Strikes Back: The End of Economic Reform in China?(2019), Markets over Mao: The Rise of Private Business in China (2014), Sustaining China's Economic Growth after the Global Financial Crisis (2012), The Future of China's Exchange Rate Policy (2009), and China's Rise: Challenges and Opportunities (2008). He received his BA from the University of Wisconsin in 1968 and his PhD from the University of Michigan in 1975, both in economics. David Loevinger is a Managing Director in the Emerging Markets Group of Trust Company of the West. Prior to joining TCW in 2012, he was the U.S. Department of Treasury’s Senior Coordinator for China Affairs. While at Treasury, he also served as Minister Counselor for financial affairs at the U.S. Embassy in Beijing and Deputy Assistant Secretary for Asia. Mr. Loevinger was previously an economist for the International Monetary Fund. He started his career in the Office of the U.S. Trade Representative, the Senate Banking Committee, and the U.S. Commerce Department. He earned a Master’s in Public Policy from Harvard University’s Kennedy School of Government and a BA in Government and Economics from Dartmouth College.

Join us for the second Progressive Asian American Christians (PAAC) Conference on May 3-5, 2019 in the heart of Los Angeles! PAAC began as a Facebook group in late 2016. Six months later, we gathered for our first conference with the theme of Forging Our Identity -- figuring out who we are and what matters to us. In the two years since, we’ve grown into a community of over 6000 members, with local meetups in 21 cities and dozens of subgroups; we've engaged in lively Facebook discussions; we've produced a podcast and a 9-month online intentional learning community, now in its second year; we've produced Lent and Advent devotionals and weekly blogs; we've even created our own Statement on God’s Justice. Now that we have a sense of who we are and what we're about, we're excited to gather again around the theme of Caring for Our Community. How do we care for the most vulnerable among us? How do we take care of ourselves in the midst of complicated family and church relationships? We'll have prophetic worship; learn from PAAC experts; hear the stories of our LGBTQIA+ family; lift the voices of the unheard and oppressed; celebrate our unique identity as progressives, Asian Americans, and Christians/post-Christians/Christ-exploring people; and laugh and cry and eat lots of Asian food together.

Workshops (time slots TBD): (De)constructing Asian American MasculinityChris Paek (he/him) This workshop aims to facilitate a much-needed discussion about Asian American masculinity. Participants will be invited to discuss the different ways Asian American men have been emasculated in the American public sphere (e.g., media representation, dating, career, etc.). The workshop will also address how many Asian American men have responded to these valid hurts with often problematic and/or misogynistic perspectives that can be harmful to women, particularly Asian American women. The goal of the workshop is to deconstruct toxic forms of masculinity within the Asian American community and to articulate a healthier, more expansive conception of Asian American masculinity. Beyond Purity Culture: Creating a Better Christian Sexual EthicLiz Lin (she/her)Grace Kao (she/her), Professor of Ethics and Director of the Center for Sexuality, Gender, and Religion, Claremont School of TheologyMichael Campos (he/him), Founding Member, Emerging Queer API Religion Scholars Many of us grew up in evangelical purity culture, where we learned that sex before marriage would ruin us and all of our future relationships and our "purity" was to be guarded at all costs. As we've gotten older, many of us have questioned the wisdom of that teaching but lack any other way of thinking about sex through a Christian lens. In this workshop, we'll discuss how purity culture manifested in Asian American communities and its long-standing impact, and two Christian ethicists (one straight, one queer) will give us some tools to construct a more nuanced sexual ethic. Setting Healthy Boundaries with Your FamilyJessica ChenFeng (she/her), Licensed Marriage and Family Therapist; Associate Professor, Loma Linda University The concept of "healthy boundaries" may be confusing for those growing up in an Asian American family in a Western American context. This workshop will support participants in exploring their family-of-origin context and the cultural values, communication styles, expectations, traumas, internalized -isms, and how these have the potential to shape identity and impact relationships. Participatns will learn how to respond to personal triggers, identify toxic/abusive dynamics, and create space for intergenerational dialogue. Our Journeys of Love and Acceptance Marsha Aizumi (she/her), Director, PFLAG National Board; Co-President, PFLAG San Gabriel Valley Asian Pacific Islander chapter; Advisory Council, Biden FoundationSung Tse (she/her), Co-President, PFLAG San Gabriel Valley Asian Pacific Islander chapterDanny Cortez (he/him), Founder and Director, Estuary Space; Executive Board Member, Q Christian Fellowship This parent panel will give you insight into what parents may face, the feelings they must reconcile, and how loving their LGBTQ child has given them the courage to overcome whatever obstacles they encounter. Come join a mother whose child was rejected by the church, a mother whose family left the church they had attended for years after their son came out, and a minster who changed his conservative stance on being LGBTQ, leading his son to come out as his true self. A Q&A will follow the panel presentation, and then participants will break into smaller facilitated discussion groups to have more intimate conversations. Reproductive Justice: A Multi-Issue, Intersectional Framework for Advancing JusticeRev. Sung Yeon Choimorrow (she/her), Executive Director, National Asian Pacific American Women's ForumRev. Laura Mariko Cheifetz (she/her), Deputy Director of Systems and Sustainability, National Asian Pacific American Women's Forum Justice isn't about addressing one issue at a time. As Audre Lorde put it, "there is no such thing as a single-issue struggle because we do not live single-issue lives." Come and participate in a discussion about how Reproductive Justice is an intersectional way to approach fighting for justice in our complex world. Learn about the framework and how we use it to elevate the experiences of AAPI women and girls, gender-fluid and trans people and dig into a discussion about the theology of Reproductive Justice. What is PAAChristianity?Stella Won Phelps (moderator, she/her), panelists TBD Being PAAC in a broader society comes with its struggles. How do we handle our identity disrupting white spaces, conservative spaces, and activist spaces alike? Should our identity impact how we respond to things like injustice? Join us as we ask our panel questions like "What place does personal forgiveness have in the face of systemic oppression?" and "How can I find community in doing justice work if I'm not at a church?" -- Travel: For most, flying into Los Angeles International Airport (LAX) will be the best option, in terms of both flight options and transportation upon arrival. (If you're on the West Coast and plan to rent a car after you arrive, flying into Burbank (BUR) would be less chaotic, both at the airport and in traffic afterwards.) If you do not plan to rent a car in LA, you can fly into LAX and take the FlyAway bus to Union Station for $9.75. No reservations are required, though you must pay by credit card. After arriving at Union Station, take the Metro Red Line or Purple Line to the Wilshire/Vermont stop (5 stops away). The fare will be $1.75, plus $2 for a TAP card (required to pay for Metro fares). After you arrive at Wilshire/Vermont, Immanuel Presbyterian Church will be 0.2 miles west -- a 4-minute walk down Wilshire Boulevard. Lodging: There are a number of hotels within a mile of the church, including: - Best Western Plus LA Mid-Town- The LINE Los Angeles- Hotel Normandie LA- East West Hotel- Shelter Hotels- Hometel Suites Kayak, Expedia, Priceline, and Google provide pricing and booking. There are plenty of AirBnB spots nearby as well. If you need a roommate or you want to split a car rental or share an Uber/Lyft, please comment on this post in the PAAC Facebook group. -- Questions? Priya Krishna grew up eating a special kind of food. Born and Raised in Dallas, Texas by Indian immigrants, Priya’s mother Ritu cooked meals redolent of her Indian heritage, but infused with American ingredients that made for a specific kind of fusion cuisine that Priya lovingly classifies as Indian-ish. Inspired to catalog her mother’s recipes, Priya created Indian-ish, both a cookbook and an homage to her mother, filled with all of the recipes that Ritu created after moving to the United States and teaching herself to cook. In this class, we'll dive into Indian-ish, with Matar Paneer, a dish that combines paneer with tomato sauce and cumin-studded peas. Tickets for this class include a copy of the book, to be signed by the author at the end of class.

Covering nearly a half-century, “China Tripping” is the first anthology of reflections by influential experts on their cultural and social encounters in the People’s Republic. Filling an important gap, it allows scholars, journalists, and businesspeople to reflect on their personal memories, which often teach more about how a society actually works than a planned course of study can. These stories open a vivid window on a rapidly evolving China and on the zigzag learning curve of the China trippers themselves. Editors Paul Pickowicz and Jeremy Murray will speak about the book project, with reflections from other China scholars at UC San Diego. This event is co-sponsored by the UC San Diego Geisel Library and will take place in the Seuss Room. Nearest parking is available at the Hopkins Parking Structure. Questions? Contact Samuel Tsoi.

Tune up your wine vocabulary the easy way with one great night of tasting and talking about wine in Mandarin! Not sure if you know the difference between red, white and rosé? What are sparkling wines and why aren’t they all called Champagne? How does Sauvignon Blanc differ from Cabernet Sauvignon? The Boston Wine School is here to help answer those questions and more. “Wine 101” is the ideal curriculum for wine lovers just starting their explorations of wine. You will learn about the four major wine styles and focus in on four of the most popular wine grape varieties. In the process, you will learn basic technical wine tasting skills and how to describe the different personalities of these wines. Indian Club Fundamentals.
Host: Oakland's Most Powerful Instructor: Phil ScaritoMay 19th, 2019 9AM—6:00PM Seven hours of instruction, $299.00 This is your chance to get live, hands on experience with one of the oldest restorative tools in the world—the Indian Club. For those who have T-Spine mobility issues or shoulder mobility issues due to an injury, inactivity, or surgery, Indian Clubs provide students with a way to explore different ranges of motion in order to help ultimately regain Joint Integrity. Also considered 'brain training', the practice of Indian Clubs awakens the brain and neural pathways, increases mobility, and significantly improves alignment throughout the body.
This tool also helps to bridge the gap to overhead. The material in the course is integral for anyone who lifts overhead, even those without current restrictions. An overwhelming majority of students experience immediate changes in shoulder function and feeling during the workshop. These immediate benefits are then maintained and improved with proper practice of the skills learned in this course. Live practice, live cueing. For questions, contact Phil Scarito, 610.306.3627, phil@dv8fitness.com

In 2013, President Xi Jinping launched "The Belt and Road Initiative" a 21st Century vision of its ancient silk road trade routes. Its stated objective is to integrate China's growing economy through the global economic system. Through its various infrastructure projects, BRI runs through the continents of Asia, Europe, and Africa investing trillions in railroads, ports, pipelines, fiber-optic cables, satellites and internet connectivity. As a consequence of China's vision for global economic expansion, Chinese companies now have a controlling stake in 76 ports in 35 countries across the world. To protect its vast interests, China has also expanded its global security presence. How does the BRI conform with China's geopolitical ambitions? What does it mean for America's interests and security? SPEAKERS Karl Eikenberry is the Oksenberg-Rohlen Fellow, Director of the U.S.-Asia Security Initiative and faculty member at the Shorenstein Asia-Pacific Research Center, Stanford University. He is a Stanford University Professor of Practice, and an affiliate at the FSI Center for Democracy, Development, and Rule of Law, Center for International Security Cooperation and The Europe Center. Prior to his arrival at Stanford, he served as the U.S. Ambassador to Afghanistan from May 2009 until July 2011, where he led the civilian surge directed by President Obama to reverse insurgent momentum and set the conditions for transition to full Afghan sovereignty. Jonathan E. Hillman is a senior fellow with the CSIS Simon Chair in Political Economy and director of the Reconnecting Asia Project. At CSIS, he leads an effort to map and analyze new roads, railways, ports, and other infrastructure emerging across the supercontinent of Eurasia. Prior to joining CSIS, he served as a policy adviser at the Office of the U.S. Trade Representative, where he directed the research and writing process for essays, speeches, and other materials explaining U.S. trade and investment policy. At USTR, he contributed to the 2015 U.S. National Security Strategy, the President’s Trade Agenda, and numerous Congressional testimonies. Top Photo: President Xi Jinping (Bloomberg).

Dr. Razak Khan presents a paper on the relationship between Muslims and music as articulated by a variety of actors in the age of Hinduization and the Nationalization of Music in colonial India. How did Muslims respond to this process? Were they marginal to these histories and, if so, in what ways did they articulate histories and developed visions of being musically Muslim? His paper looks into these questions and others by examining a variety of materials ranging from unpublished manuscripts, published books, speeches and reports: the locus being Rampur princely state. He will first discuss the historic legacy of Rampur library as a site of a rich manuscript collection and preservation, especially on music as well printing texts on music to rethink the role of Muslims and music in colonial India. Moving beyond the focus on princely patrons, the paper will also examine the role of musicians, courtesans and subaltern transvestite performers. He will also attempt to map the musical geography that centers on Rampur but encompasses the small towns of Bilsi, and Sahaswan as well as colonial cities like Bareilly, Lucknow, Calcutta and Bombay to help us rethink the role and space of the princely state in our understanding of musical modernity and cultural reform in colonial India. Dr. Razak Khan is a Research Fellow at The Erlangen Centre for Islam and Law in Europe (EZIRE), Friedrich–Alexander University Erlangen–Nürnberg. He studied Modern Indian History at the University of Delhi and was awarded a DPhil from the Berlin Graduate School Muslim Cultures and Societies (BGSMCS), Freie Universität, Berlin in 2014. Subsequently, he was a postdoctoral fellow at the Centre for the History of Emotions at the Max-Planck-Institute for Human Development, Berlin and Research Fellow in the Modern India in German Archives project in the History Research Group at CeMIS, Göttingen University. He has edited a special issue of the Journal of the Economic and Social History of the Orient 58(5) (2015) and is completing a book Minority Pasts: Locality, Histories, and Identities in Rampur for Oxford University Press. Presented by The Mohindar Brar Sambhi Endowed Chair in Indian Music.

In this class we make our initial contact with midline from sacrum to occiput, known as the core link, and explore the reciprocal tension of the dural tube connecting the two structures, as well as the energetics of extraordinary vessel Du or Governor Vessel. We examine traditional flexion and extension as well as liquid electric models of brain, spine, sacrum and occiput, and develop our understanding and connection of craniosacral rhythm, mid tide, and long tide.
We continue exploration of midline and Governor vessel through the upper reciprocal tension membrane. We work with the neurocranium and flexion and extension and liquid electric models of movement of the ethmoid, sphenoid, frontal, and parietal bones, the sphenobasilar joint, and the divergent channels of Governor Vessel.
